The Challenge:
In 2009, Pennsylvania’s Department of Community and Economic Development (DCED) received a three-year, $253 million stimulus grant from the United States federal government’s American Recovery and Reinvestment Act (ARRA) for its Weatherization Assistance Program. The program is designed to help low-income households make home improvements in order to decrease energy consumption and cost.
Understanding the impact of the program on Pennsylvania households was critical to a successful roll-out of the program. To monitor household satisfaction with the weatherization process, DCED contracted with The Melior Group to conduct a household satisfaction study to measure consumers’ overall satisfaction with the quality of the weatherization work and the professionalism of the employees — and in some cases the contractors that performed the work — of the local weatherization agencies.
The Process:
Melior administered the survey to over 17,000 homeowners of properties weatherized over a 24-month period. The research assessed satisfaction levels of residents whose homes were weatherized for energy use improvements through this program. This study included strict sampling procedures and protocols designed to comply with federal (Department of Energy) standards.
The Outcomes:
Melior evaluated the responses from over 7,000 homeowner participants in the program and provided cross-tabulations and statistical analysis for the program as a whole, and for each of the local weatherization agencies, noting changes throughout the weatherization period. This process allowed for timely alterations to program administration, mainly improving clarity of communications materials and in-person audits. DCED used this information, along with household consumption information compiled by Penn State University to demonstrate measured energy efficiency in homes involved in this program.
